Abstract
AS PART OF THE OFFICE OF MANAGEMENT AND BUDGET'S PROGRAM TO FACILITATE THE PERFORMANCE OF VALID AND USEFUL EVALUATIONS BY FEDERAL AGENCIES, THE PAPER DISCUSSES COMMON PROBLEMS OF EVALUATION DESIGN, AND SUGGESTS WAYS TO AVOID THEM. THE PAPER EMPHASIZES THE IMPORTANT MANAGEMENT FUNCTION OF A FORMAL DESIGN STEP IN AN EVALUATION PROJECT. FURTHER, THE PAPER IS AIMED AT THOSE INDIVIDUALS IN A POSITION TO DETECT AND CORRECT EVALUATION DESIGN PROBLEMS AT AN EARLY STAGE -- ANALYSTS AND THEIR MANAGER ENGAGED IN IN-HOUSE PROGRAM EVALUATION, THE PREPARATION AND REVIEW OF EVALUATION REQUESTS FOR PROPOSALS AND STUDY PLANS, AND THE MONITORING OF EVALUATION CONTRACTS.
