Abstract
THIS PAPER DISCUSSES THE DIFFICULTY OF LEGALLY CLASSIFYING INDIVIDUALS AS MEMBERS OF ORGANIZED CRIME IN ORDER TO SUBJECT THEM TO SPECIAL ENFORCEMENT ACTIVITIES SUCH AS WIRETAPPING. THE QUESTIONS POSED BY THE THREAT OF ORGANIZED CRIME TO AMERICAN SOCIETY AND THE EFFECTS OF PROPOSED AND ACCEPTED SOLUTIONS ON CIVIL LIBERTIES ARE ALSO DISCUSSED. AUTHOR ABSTRACT MODIFIED.
