CRITIQUE OF INDIVIDUAL COUNTY PROBATION SERVICES, FOCUSING ON POLITICAL INFLUENCE AND LACK OF QUALIFICATION IN PERSONNEL APPOINTMENTS AND UNDERUTILIZATION OF PROBATION ALTERNATIVES IN THE SENTENCING PROCESS.
Abstract
A STATEWIDE ADULT AND JUVENILE PROBATION SYSTEM IS RECOMMENDED. ADEQUATE TRAINING AND SUPERVISION OF QUALIFIED CASEWORKERS WOULD THEN BE POSSIBLE. SINCE PROBATION IS LESS COSTLY THAN FACILITY CONSTRUCTION AS WELL AS MORE LIKELY TO REHABILITATE OFFENDERS THAN INCARCERATION, STATE FUNDS WOULD BE BETTER SPENT ON SERVICE IMPROVEMENT.
