NEW PROGRAMS FOR JUVENILE OFFENDERS AND RECENT CHANGES IN WASHINGTON STATE'S JUVENILE CODE ARE DISCUSSED.
Abstract
A COURT SERVICES DIRECTOR DESCRIBES A MINNESOTA COUNTY'S SUCCESSFUL PROGRAM FOR FIRST-TIME MAJOR PROPERTY OFFENDERS. A 21-DAY STAY IN A RESIDENTIAL FACILITY WHERE YOUTHS WORK A 40-HOUR WEEK AND RECEIVE SCHOOL-RELATED TUTORING TOGETHER WITH COUNSELING IS INTENDED TO DETER THEM FROM COMMITTING FURTHER OFFENSES. THEN, A DIRECTOR OF JUVENILE COURT SERVICES IN SPOKANE, WASH., DISCUSSES RECENT REVISIONS IN THE STATE'S JUVENILE CODE WHICH ARE AIMED AT HOLDING JUVENILES ACCOUNTABLE FOR THEIR ACTIONS, ALLOWING OFFENDERS A CHANCE TO PERFORM COMMUNITY SERVICES, AND PROVIDING FOR DUE PROCESS AND STANDARDIZED SENTENCES THAT ARE BASED ON A POINT SYSTEM. HE ALSO DESCRIBES THE NEIGHBORHOOD ACCOUNTABILITY BOARD PROGRAM WHICH IS INTENDED TO DIVERT JUVENILES WHO HAVE COMMITTED MISDEMEANORS, AND WHICH ENCOURAGES FAMILY PARTICIPATION IN THE TREATMENT PROCESS.
