The integrated case management system (CMS) developed by the San Bernardino County Probation Department (California) consists of workload standards for each type of case, classification of each case to determine assistance levels, a plan of supervision based on objective assessments of risks and needs, and evaluation of the results.
Abstract
CMS provides an objective and systematic method for case planning. The process pinpoints where the real workload is located and whether it is equitably distributed, and provides a systematic method of justifying staffing patterns. The CMS also protects probation officers against charges of illegal invasion of personal privacy by providing an objective method for documenting the need for close supervision. Workload standards indicate that adult probation officers handle workloads of 20 cases per month and juvenile officers manage 18 cases per month; these figures vary regionally. The case classification process is a local adaptation of similar processes developed elsewhere, particularly in Wisconsin, and it forms the basis for the supervision plan. The probation officer and unit supervisor conduct quarterly reviews to determine how well established goals are being met. There is also a review of overall progress toward goal attainment after a case is closed. One table is included.
