THE AUTHOR EXAMINES THE CAUSES AND EFFECTS OF THE TREND TOWARD SENTENCING A GREATER NUMBER OF OFFENDERS TO PRISON AND SUGGESTS A WAY IN WHICH PROBATION COULD BE MADE A VIABLE ALTERNATIVE TO INCARCERATION.
Abstract
OBSERVATIONS ARE BASED ON RECENT EXPERIENCE IN CALIFORNIA. THE AUTHOR RECOMMENDS MAKING AVAILABLE MORE SENTENCING OPTIONS, SUCH AS INSTALLMENT PAYMENTS OF FINES AND SUBSTITUTING JAIL TERMS FOR PRISON TERMS. CHANGING THE NAME OF PROBATION TO COMMUNITY CONTROL AND ALTERING THE PRESENT FORM OF PROBATION ADMINISTRATION TO FIT THAT NAME ARE DISCUSSED AS A WAY OF ALTERING NEGATIVE PUBLIC PERCEPTIONS OF PROBATION AND INCREASE COMMUNITY ACCEPTANCE OF IT....EB
