This manual is targeted toward juvenile correctional administrators interested in exploring the feasibility of establishing a private sector juvenile corrections industry.
Abstract
The manual stresses that juvenile correctional industries can help provide youthful offenders with the academic preparation, work experience, and self-esteem they will require to achieve a successful reintegration into the community. The manual helps juvenile correctional officials to determine if a correctional industry could be effectively established within their organizational structure to benefit offenders. The two predominant types of juvenile corrections industries follow either the employer model or the customer model. Three organizational elements inherent to both types of industries include industries manager, institutional advisory board, and community advisory committee. The manual outlines elements involved in selecting a partner, establishing the industry, and starting the business for both of the models discussed here. The final chapter discusses methods of evaluating private sector juvenile correctional industries.
