THIS REPORT DISCUSSES THE PROBLEMS OF PRIVACY AND DATA PROCESSING SECURITY IN MUNICIPAL GOVERNMENT INFORMATION SYSTEMS AND HOW THESE PROBLEMS CAN BE RESOLVED.
Abstract
THE SUBJECT MATTER COVERS ACTIVITIES FROM SYSTEMS ANALYSIS THROUGH IMPLEMENTATION AND EVALUATION OF URBAN INFORMATION SYSTEMS. THE REPORT EXPLAINS WHY A CITY SHOULD BE CONCERNED WITH PROBLEMS OF PRIVACY AND SECURITY IN THE OPERATION OF ITS INFORMATION SYSTEM, WHETHER IN A MANUAL OR MANUAL/COMPUTER MODE. IT THEM EXPLAINS HOW TO DEAL WITH THE PROBLEMS IN A STEP-BY-STEP PRESENTATION OF TOPICS, EACH OF WHICH IS SUPPORTED BY DISCUSSION, A MODEL, AND EXAMPLES, FROM THE PREPARATION OF A DATA ACCESS CONTROL PLAN TO THE IMPLEMENTATION OF EACH OF ITS PARTS. TABLES OF FEDERAL AND STATE LEGISLATION NOW BEING CONSIDERED, AND A CLASSIFIED, ANNOTATED BIBLIOGRAPHY, ARE ALSO CONTAINED IN THE REPORT. (AUTHOR ABSTRACT)
