POSSIBLE LEGAL AND TECHNICAL SOLUTIONS ARE DISCUSSED IN RELATION TO THE USE OF DATA BANKS AND PRIVACY.
Abstract
THE DOCUMENT ADDRESSES ITSELF TO THE FOLLOWING PROBLEMS: HOW TO INSURE THAT PRIVACY WILL NOT BECOME A NON-EXISTENT COMMODITY, AVOIDANCE OF THE CREATION OF LARGE DATA BANKS CONTAINING PERSONAL INFORMATION RESULTING IN AUTOMATED BLACKMAIL, AVOIDANCE OF CREATION OF POLICE TYPE DOSSIERS ON EVERY CITIZEN. LEGAL AND TECHNICAL SOLUTIONS ARE DISCUSSED WITH CURRENT SCHEMES EMPLOYED TO INSURE THE PRIVACY AND SECURITY OF INFORMATION. PROPOSALS ARE DISCUSSED WHICH MIGHT GUARANTEE FILE INTEGRITY. THE APPLICATION OF CRYPTOGRAPHY TO THE SECURITY PROBLEM IS ALSO PRESENTED. VARIOUS LEVELS OF PROTECTION ARE CLASSIFIED AND ENVIRONMENTS SUGGESTED IN WHICH THEY ARE APPLICABLE. A SUGGESTION IS MADE AS TO HOW OVERALL SYSTEM PERFORMANCE MIGHT BE MONITORED AS A RESULT OF IMPLEMENTING HIGH LEVEL SECURITY AND AUDITING ROUTINES. BIBLIOGRAPHY. (AUTHOR ABSTRACT MODIFIED)
