TABLES AND TEXTUAL ANALYSIS OF SPECIAL CENSUS COUNTS OF INMATES OF FEDERAL AND STATE CORRECTIONAL INSTITUTIONS SENTENCED AS ADULTS OR YOUTHFUL OFFENDERS WHOSE MAXIMUM SENTENCE LENGTH WAS A YEAR AND A DAY OR LONGER.
Abstract
THE DATA ON WHICH THIS REPORT IS BASED WAS DERIVED FROM TWO COMPLETE CENSUSES OF PRISONS IN THE UNITED STATES, ONE COVERING CALENDAR YEAR 1972, AND THE OTHER CALENDAR YEAR 1973. FOR EACH YEAR, THE DATA WAS COLLECTED THROUGH THE USE OF A STANDARD QUESTIONNAIRE ISSUED BY THE BUREAU OF THE CENSUS, ACTING AS A COLLECTING AGENT FOR THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION. A SAMPLE OF THE QUESTIONNAIRE USED FOR 1973 IS INCLUDED IN THE APPENDIXES. THE REPORT EXAMINES THE SIZE AND DISTRIBUTION OF THE PRISON POPULATION AT THE NATIONAL LEVEL AND, IN THE CASE OF THE STATE PRISON POPULATION, AT THE REGIONAL AND STATE LEVELS AS WELL. SPECIAL ATTENTION IS PAID TO YEAR-TO-YEAR CHANGE IN TERMS OF BOTH THE ABSOLUTE NUMBER OF PRISONERS AND THE NUMBER PER 100,000 PERSONS IN THE CIVILIAN POPULATION. THE PROPORTION OF MALES AND FEMALES IN THE PRISON POPULATION IS DISCUSSED. LIMITED INFORMATION IN THE FORM OF TABLES ALSO HAS BEEN PROVIDED WITH RESPECT TO THE TYPES AND VOLUME OF CERTAIN ADMISSION AND DEPARTURE TRANSACTIONS THAT OCCURRED DURING CALENDAR YEARS 1972 AND 1973, ALTHOUGH NO ANALYSIS OF THIS DATA WAS FEASIBLE.
