Abstract
THE SAFETY OF PRISONERS IS A UNIVERSAL MANDATE WHICH ACCOMPANIES EVERY ORDER OF PRISON COMMITMENT. ULTIMATE RESPONSIBILITY FOR THIS RESTS WITH THE ADMINISTRATOR TOGETHER WITH HIS RESPONSIBILITIES FOR TRAINING, USE AND PERFORMANCE OF PERSONNEL. FACTORS INFLUENCING THIS ADMINISTRATION INCLUDE INDIFFERENCE, POLITICS, UNWISE PROCEDURES, OVERCROWDING, COMMUNITY EMOTIONS, PRISONER SOCIETIES AND COSTS, AND PERSONNEL SOCIETY. PREVENTION OF UNREST CAN BE IMPROVED THROUGH IMPROVED ADMINISTRATION, PROCEDURES AND CORRECTIONAL PROGRAMS. PLANNING FOR EMERGENCIES INCLUDES USE OF RESOURCES CONTAINMENT AND SPECIFIC PLANS FOR SPECIFIC DISORDERS. BIBLIOGRAPHY.
