THE AUTHOR TRACES THE DEVELOPMENT OF THE CORRECTIONAL SYSTEM FROM THE QUAKERS' PENITENTIARIES AND NINETEENTH CENTURY PRISONS TO MODERN DAY COMMUNITY-BASED CORRECTIONS, AND INDICATES NEEDED CORRECTIONAL REFORMS.
Abstract
IT IS STATED THAT UNTIL RECENT YEARS THE PREVAILING PENAL PHILOSOPHY HAS EMPHASIZED CUSTODY AS THE OVERRIDING PURPOSE OF THE PRISON. SUCH CORRECTIONAL PROBLEMS AS THE CONFLICT BETWEEN REHABILITATION AND DETERRENCE, THE HIGH RATES OF RECIDIVISM, AND THE ATMOSPHERE IN PRISONS THAT SEEMS TO REINFORCE CRIMINAL BEHAVIOR ARE DISCUSSED. THE AUTHOR ALSO LISTS THE IMPRESSIONS HE RECEIVED FROM A TOUR OF NINE FEDERAL INSTITUTIONS UNDER THE JURISDICTION OF THE FEDERAL BUREAU OF PRISONS. (AUTHOR ABSTRACT MODIFIED)
