Abstract
INCLUDED IS A HISTORY OF THE PROGRAM'S OPPOSITION AND SUPPORT IN THESE THREE STATES. THE EXPERIENCE OF ONE MASSACHUSETTS INMATE WHO IS PARTICIPATING IN THE FURLOUGH PROGRAM AFTER SERVING 20 YEARS OF LIFE TERM FOR FIRST DEGREE MURDER IS HIGHLIGHTED. ALSO INCLUDED, IN CHART FORM, ARE THE RESULTS OF A STATE-BY-STATE NATIONAL SURVEY OF JUVENILE AND ADULT FURLOUGH PROGRAMS.
