Abstract
THE AUTHOR SEES A PRONOUNCED TREND AWAY FROM IMPRISONMENT. PROBATION, FINES, AND PART-TIME IMPRISONMENT ARE TAKING ITS PLACE. HOME LEAVE, UNLIMITED LETTERS, AND THERAPEUTIC COMMUNITIES ARE BEING INTRODUCED FOR PEOPLE ALREADY INCARCERATED. THERE IS A GREAT NEED TO INTRODUCE SOPHISTICATED RESEARCH TECHNIQUES INTO EVALUATION OF OLD AND NEW METHODS. TECHNIQUES PRESENTLY BEING USED SERVE ONLY TO PRESERVE OUR IGNORANCE CONCERNING THE DETERRENT AND REFORMATIVE EFFECTS OF PARTICULAR SANCTIONS.
