1977 CORRECTIONS STATISTICS FOR THE SWEDISH CRIMINAL JUSTICE SYSTEM INCLUDE DATA ON INMATES AND PAROLEES, DATA ABOUT AND BY TYPES OF INSTITUTION, AND DATA ON VARIOUS TREATMENT PROGRAMS AND PERSONNEL.
Abstract
THE SWEDISH PENAL CODE OF 1965 PROVIDES FOR THE FOLLOWING KINDS OF SANCTIONS: FINES, CONDITIONAL SENTENCES, PROBATION, IMPRISONMENT, AND COMMITTAL FOR SPECIAL FORMS OF TREATMENT. THE NATIONAL PRISON AND PROBATION ADMINISTRATION IS RESPONSIBLE FOR CONTROLLING THE CARRYING OUT OF SENTENCES, FOR PROBATION, AND FOR PAROLE SERVICES. IN 1977, IT DEALT WITH 9,742 PERSONS SENTENCED TO PRISON, ABOUT 66 PERCENT OF WHOM WERE NEWCOMERS SENTENCED TO LESS THAN 4 MONTHS. THE LARGE MAJORITY WERE CONVICTED FOR DRUNKEN DRIVING OR LARCENY. A DAILY AVERAGE OF 2,992 PERSONS WERE SERVING PRISON SENTENCES, AN INCREASE BY NEARLY 200 PERSONS FROM 1976. NINETY-EIGHT PERSONS WERE ADMITTED TO YOUTH PRISONS, WITH A DAILY AVERAGE OF 183 JUVENILES SERVING SENTENCES. PRISON FURLOUGHS, MORE COMMON SINCE THE 1974 RULE CHANGE, TOTALED 53,008 FOR THE YEAR. PROBATION AND PAROLE WERE HEAVILY USED DURING THE YEAR; OVER 6,500 PERSONS WERE PUT ON THE FORMER AND OVER 13,000 PLACED ON THE LATTER. THEY WERE SUPERVISED BY THE APPROXIMATELY 9,000 PROBATION AND PAROLE OFFICERS WHO ARE SUPPORTED BY LARGE NUMBERS OF AUXILIARY WORKERS. INNOVATIONS WITHIN CORRECTIONS FOR 1977 INCLUDED PAYMENT OF COMPETITIVE WAGES TO INMATES OF THE TILLBERGA OPEN PRISON AND SKOGOME CLOSED PRISON AND GRANTING THE TWICE-MONTHLY HOME LEAVE TO THESE PRISONERS. AN EXPERIMENT IN DECENTRALIZED MANAGEMENT OF KUMLA PRISON AND WITH NEW PROBATION AND PAROLE ORGANIZATION ARRANGEMENTS IN NORRKOPING AND LINKOPING DISTRICTS ARE IN PROCESS AT THE TIME OF THIS REPORT AND THEIR EFFECTS HAVE YET TO BE EVALUATED. A SERIES OF 56 TABLES PRESENT SPECIFIC FIGURES ON INMATES, SENTENCES, TREATMENT, INTAKE AND RELEASES, PERSONNEL, AND OTHER AREAS.
