This primer focuses on the decisionmaking responsibility of the U.S. courts of appeals to review cases and, as a brief introductory reading on the subjects, is intended for continuing education and training of personnel of the Federal judicial system.

The scope of the primer does not include "second-look" procedures available in the district court; the appellate jurisdiction of the Supreme Court; standards of review; Federal appellate procedures and advocacy; and matters of judicial administration.
