A REPORT ON SECURITY PROBLEMS RELATED TO THE CRIMINAL ACT OF GAINING UNLAWFUL ENTRANCE BY 'BREAKING IN' AS DEFINED UNDER THE DEFINITION OF BURGLARY IN KENTUCKY'S PENAL CODE AND BREAKING AND ENTERING IN ITS UNIFORM CRIME REPORTING.
Abstract
THE NATURE AND EXTENT OF THE PROBLEM IS DESCRIBED, USING DATA FOR 1974. INFORMATION IS GIVEN ON THE NUMBER OF INCIDENTS, THE COSTS, THE TARGETS, AND METHODS OF ENTRY. BUILDING SECURITY STANDARDS AND BURGLARY PREVENTION CONCEPTS ARE THEN DISCUSSED. A NEED IS SEEN FOR THE MANUFACTURERS OF SECURITY EQUIPMENT, SUCH AS HARDWARE AND ALARMS, TO SHIFT EMPHASIS TO HIGHER QUALITY AND MORE RELIABLE MERCHANDISE. IMPROVED SECURITY CODES ARE SEEN AS ONE MEANS OF ACHIEVING THIS. THE ESTABLISHMENT OF A SECURITY AND LOSS PREVENTION RESEARCH CENTER AND AN INTERIM SECURITY CODE LEGISLATION COMMISSION IS URGED.
