A COLLECTION OF THREE ARTICLES DEALING WITH THE NEED FOR PROGRAMS TO ELIMINATE CRIMINOGENIC SOCIAL CONDITIONS, VARIOUS ASPECTS OF CRIME PREVENTION, AND THE CORRECTIONAL SYSTEM.
Abstract
IN THE FIRST ARTICLE, THE AUTHOR EXAMINES THE MEANING OF CRIMINALITY DISCUSSES DELINQUENT TENDENCIES IN SOCIETY IN GENERAL. CERTAIN FACTORS THOUGHT TO BE CRIMINOGENIC ARE REVIEWED, AND THE AUTHOR NOTES GOVERNMENT SPENDING CUTBACKS IN PROGRAMS DESIGNED TO ALLEVIATE THESE CONDITIONS. HE PROPOSES A NEW BRITISH AGENCY CONCERNED WITH URBAN NEEDS AND POLICIES TO DEAL WITH THESE CRIMECAUSING PROBLEMS. IN THE SECOND ARTICLE, THE WAYS IN WHICH THE BRITISH HOME OFFICE IS INVOLVED IN THE CRIMINAL JUSTICE SYSTEM - THROUGH THE POLICE, COURTS, SENTENCING, CORRECTIONS, AND NON-CUSTODIAL TREATMENT OF OFFENDERS ARE DISCUSSED. FINALLY, PRISONERS' RIGHTS, PAROLE PROCEDURES, AND THE LACK OF TRUE REHABILITATION IN PRISON ARE REVIEWED IN THE THIRD ARTICLE. THE AUTHOR ARGUES THAT A SYSTEM IN WHICH THE OFFENDER CAN BE DETAINED IN 'TREATMENT' NO LONGER THAN HE COULD BE DETAINED IN RELATION TO THE CONCEPT OF HIS 'JUST DESERTS' WOULD BE MORE FAIR THAN THE CURRENT INDIVIDUALIZED SYSTEM. THE RELATIONSHIP OF CRIME AND THE SOCIAL ENVIRONMENT IS DISCUSSED AS WELL.
