Abstract

THE REPORT BEGINS WITH A LIST OF SPECIFIC RECOMMENDATIONS FOR THE PRESIDENT, THE GOVERNMENT, LAW ENFORCEMENT AGENCIES, UNIVERSITIES, AND STUDENTS. THE DEVELOPMENT OF STUDENT PROTEST IN THE 1960'S IS TRACED AND SOME OF THE CAUSES OF SUCH PROTEST ARE IDENTIFIED. SPECIAL ATTENTION IS GIVEN TO THE BLACK STUDENT MOVEMENT FOR THE PURPOSE OF PORTRAYING THE MOOD, ATTITUDES, AND ASPIRATIONS OF BLACK STUDENTS. VARIOUS RESPONSES WHICH ARE AVAILABLE TO THE UNIVERSITY TO CONTROL DISORDERS ARE DISCUSSED. THE COMMISSION OUTLINES STEPS WHICH SHOULD BE TAKEN TO MINIMIZE THE DANGERS OF VIOLENT OVERREACTION TO CAMPUS DEMONSTRATIONS BY THE POLICE AND NATIONAL GUARD. THE AUTHORS ADDRESS THE QUESTION OF HOW THE GOVERNMENT SHOULD RESPOND TO CAMPUS UNREST AND SUGGEST POSSIBLE STRUCTURAL REFORMS FOR UNIVERSITY ADMINISTRATORS TO CONSIDER. THE DOCUMENT INCLUDES SPECIAL, DETAILED REPORTS RESULTING FROM INTENSIVE INVESTIGATIONS INTO THE TRAGEDIES AT JACKSON, MISSISSIPPI, AND KENT, OHIO. APPENDIXES INCLUDE A BIBLIOGRAPHY OF SOURCES FOR THE REPORT AND OTHER MATERIAL DEALING WITH CAMPUS UNREST, A LIST OF PERSONS TESTIFYING AT PUBLIC HEARINGS OF THE COMMISSION, AND VARIOUS RELATED OFFICIAL DOCUMENTS.
