Information and data are reported for the New Mexico Prescription Monitoring Program (NM PMP), which is administered by the state's Pharmacy Board.
Abstract

The NM PMP email address is provided, along with website addresses for the home page, enrollment, queries, and data upload. Contact information is provided for the PMP Director and Manager. Data for 2017 cover the state population (2,090,708), DEA registered prescribers (11,003), and DEA registered dispensers (353). PMP available reports are listed. Funding sources for 2018 were licensing fees, controlled substance registration fees, and a Harold Rogers grant. Personnel data for 2018 cover the following job categories: operational (2), technical (0), analytical (1), and "other" (0). Key dates for the NM PMP pertain to enabling legislation (July 2004), becoming operational (January 2005), initial user access (August 2005), on-line access (August 2005), and electronic reporting (January 2005). Sources are provided for statutes and rules relevant to NM PMP policies and procedures. The frequency of reporting on monitored drugs is the next business day. Monitored drugs are controlled substances in schedules II, III, IV, and V. Also, the administering of naloxone must be reported, as well as marijuana data. Miscellaneous capabilities and policies are also listed. Both prescribers and dispensers of monitored drugs are required to enroll in the PMP, but only prescribers are required to use it. Details are explained for prescriber reporting on monitored drugs. Law enforcement queries to the PMP require an active investigation, a subpoena for the data, and court order/approval; and queries must be submitted on-line or by written request. Information is reported on criteria for a query, data retention policy, for whom training is required and available, technological capabilities, and reports produced by requestor type.
