Abstract
YOUTH AND A LACK OF ECONOMIC AND SOCIAL STABILITY, CHARACTERIZED BY UNEMPLOYMENT AND A LACK OF EDUCATIONAL AND VOCATIONAL TRAINING BEAR A CLOSE AND POSSIBLY CAUSATIVE CORRELATION TO CRIMINAL ACTIVITY. DISCUSSION CENTERS ELIGIBILITY CRITERIA, THE STRUCTURE OF THE PROJECT, THE STAFF, AND COOPERATING AGENCIES. IT IS ANTICIPATED THAT THE FORMER PROJECT PARTICIPANTS WILL BE CHARACTERIZED BY A MUCH LOWER RECIDIVISM RATE THAN THE NON-PARTICIPANT CONTROL GROUP. ECONOMIC BENEFIT TO THE PUBLIC SHOULD ACCRUE FROM THE INCREASED PRODUCTIVITY OF SUCCESSFUL PARTICIPANTS, FROM REDUCTION IN THE NUMBER OF PERSONS ON WELFARE, AND FROM A REDUCTION IN RECIDIVISM.
