STATE TROOPERS AND THE DEPARTMENT OF TRANSPORTATION IN NEW YORK HAVE INITIATED SECURITY PREPARATIONS FOR THE 1980 OLYMPIC WINTER GAMES IN LAKE PLACID, AND THESE PREPARATIONS ARE DESCRIBED.
Abstract
TO CONTROL THE FLOW OF TRAFFIC, THE 50,000 SPECTATORS EXPECTED TO COME TO THE AREA FOR EACH DAY'S EVENTS WILL BE STOPPED AT ONE OF THREE PERIPHERAL PARKING LOTS THAT INTERSECT WITH ROADS LEADING INTO LAKE PLACID. SPECTATORS WILL BOARD SHUTTLE BUSES THAT WILL MAKE CONTINOUS RUNS BETWEEN PARKING LOTS AND OLYMPIC SITES. EVEN WITH RESTRICTIONS, TRAFFIC CONGESTION IS ENVISIONED THAT WILL BE CAUSED BY BUSES TRANSPORTING SPECTATORS AND ATHLETES, OFFICIAL OLYMPIC VEHICLES, PATROL VEHICLES, MEDIA VANS, POSTAL TRUCKS, AND PRIVATE LIMOUSINES. FOR SECURITY PURPOSES, 1,000 STATE TROOPERS WILL BE BROUGHT TO LAKE PLACID FOR THE OLYMPICS. OFFICERS WILL BE ASSIGNED TO TRAFFIC DUTIES, SECURITY AT DIFFERENT SITES OR VENUES, AND VARIOUS POSTS IN THE OLYMPIC VILLAGE. SOME TROOPERS WILL BOLSTER LOCAL POLICE FORCES IN SURROUNDING AREAS. A $3.8-MILLION TROOP HEADQUARTERS JUST OUTSIDE LAKE PLACID WILL SERVE AS THE COMMAND POST. SUPPLEMENTING THE REGULAR SECURITY FORCE WILL BE APPROXIMATELY 800 CONTRACT SECURITY GUARDS, PRIMARILY LOCAL CITIZENS. FEDERAL AUTHORITIES WILL SEND IN ADDITIONAL PERSONNEL; THE FEDERAL BUREAU OF INVESTIGATION WILL ENFORCE FEDERAL LAW AND WILL HELP ON INTELLIGENCE MATTERS. THE NATIONAL GUARD WILL PROVIDE SUCH SPECIAL SERVICES AS AMBULANCES, BOMB DISPOSAL, AND TOWING. INTERNATIONAL POLITICS PLAY A MAJOR ROLE IN SECURITY PLANNING. ALL INTELLIGENCE REPORTS WILL BE MONITORED AT A CONTROL CENTER AND APPROPRIATE STEPS WILL BE TAKEN WHEN NECESSARY. SECURITY AT THE OLYMPIC VILLAGE WILL BE TIGHT. DOUBLE FENCES 12 FEET HIGH WITH ELECTRONIC SENSORS WILL BE ERECTED. TO ENTER THE VILLAGE, VISITORS MUST STOP AT A CHECKPOINT SIMILAR TO AN AIRPORT SECURITY INSPECTION. EVERYONE WHO WORKS AT THE VILLAGE WILL BE INVESTIGATED AND ACCREDITED. PHOTOGRAPHS ARE INCLUDED. (DEP)
