THE ORGANIZATION AND MANAGEMENT OF CITY DETENTION AND PROBATION SERVICES, THE PRETRIAL COURT SCREENING PROCESS, AND AN ANALYSIS OF THE DATA USED IN SENTENCING DECISIONS.
Abstract
BOTH ADULT AND JUVENILE CUSTODIAL AND PROBATION SERVICES WERE ANALYZED IN THIS STUDY. RECOMMENDATIONS ARE OFFERED TO IMPROVE THE EXISTING SYSTEM. IT IS SUGGESTED THAT THE POLICE, COURTS, PROSECUTION, AND PROBATION INTAKE SERVICE IMPROVE SCREENING DEVICES TO PREVENT EXCESSIVE DETENTION AND COURT REFERRALS FOR CASES NOT REQUIRING JUDICIAL ATTENTION. INCREASED USE OF PROBATION SUPERVISION AND OF OTHER ALTERNATIVES TO INSTITUTIONAL COMMITMENT IS RECOMMENDED. THERE ARE ALSO PROPOSALS FOR THE ADMINISTRATIVE CONSOLIDATION OF CORRECTIONAL AGENCIES, IMPROVING THE QUALIFICATIONS OF PROBATION PERSONNEL, AND LIMITATIONS ON THE POPULATION OF PRISONS AND YOUTH FACILITIES. A DATA PROCESSING SYSTEM IS SUGGESTED TO PROVIDE INFORMATION FOR SENTENCING DECISIONS.
