TECHNIQUES FOR EVALUATING ACHIEVEMENT OF LEARNING OBJECTIVES BY STUDENTS IN POLICE MANAGEMENT COURSES ARE DESCRIBED.
Abstract
BECAUSE POLICE MANAGEMENT IS ADULT EDUCATION FOR INDIVIDUALS PRIMARILY CONCERNED WITH THEIR FAMILIES' WELFARE AND PROFESSIONAL QUALIFICATIONS, EVALUATIONS MUST AVOID PERSONAL CRITICISM, TEACHING OBJECTIVES MUST GUARANTEE MINIMUM SUCCESS AND PROVIDE FOR MULTIPLE SOLUTIONS, GRADES MUST INDICATE WHETHER REPETITION IS NECESSARY, AND NO UNIFORM LEARNING SPEED CAN BE DOGMATICALLY ADVOCATED. THE SIMPLEST CLASSICAL EVALUATION PROCEDURES TEST RECALL OF MEMORIZED INFORMATION (E.G., ORGANIZATION OF INTERPOL) AND OF THE VALUE OF DETAILS IN A STRUCTURED WHOLE (E.G., TACTICAL AND TECHNICAL PRINCIPLES OF INTERROGATION). FOR THESE PROCEDURES, A SERIES OF SEPARATE QUESTIONS WHOSE ANSWERS CAN ONLY BE RIGHT OR WRONG SHOULD BE USED. AT THE NEXT LEVELS, INDEPENDENT PROCESSING OF AVAILABLE MATERIAL, TRANSFER OF KNOWLEDGE TO NEW SPECIALIZED TASKS, AND CREATIVE, INTUITIVE PROBLEM SOLVING CAN BEST BE EVALUATED BY REQUIRING STUDENTS TO ATTACK PROJECTS IN SMALL TEAMS. EVALUATION CRITERIA SHOULD CONSIDER THE QUALITY OF SITUATIONAL ANALYSIS, DISCUSSION OF CONSEQUENCES, SUPPORTING ARGUMENTS FOR DECISIONS, ACCURACY OF RISK ASSESSMENTS, EXTENT OF WITNESS INTERROGATION, AND DEGREE OF PRESSURE. YOUNG TEACHERS MUST LEARN TO GEAR TESTING TO TEACHING SO THAT THE QUALITY OF DECISIONMAKING AS WELL AS FACTS CAN BE TESTED THROUGH SIMULATED SITUATIONS. THE NEED TO LIMIT THE MATERIAL TESTED, TO SPARE THE STUDENT TOTAL FAILURE, TO CONSIDER THE STUDENTS' FAMILY OBLIGATIONS, AND TO EXCLUDE PERSONAL VIEWS AND FEELINGS FROM TESTING IS EMPHASIZED. TESTS ARE TO BE REGARDED AS A MEANS OF CORRECTING FAILINGS IN KNOWLEDGE AND ITS APPLICATION, NOT ENDS IN THEMSELVES. --IN GERMAN. (KMD)
