Abstract
AN EIGHT-MONTH STUDY OF THE POLICE FUNCTIONS AND NEEDS IN PORTSMOUTH WAS UNDERTAKEN BY THE POLICE DEPARTMENT AND THE PILOT CITY PROGRAM STAFF OF THE COLLEGE OF WILLIAM AND MARY CRIMINAL JUSTICE CENTER IN RESPONSE TO CRITICAL MANAGEMENT REPORTS BY THE CITY CRIMINAL JUSTICE PLANNER AND A CONSULTANT FIRM DOING A CITY-WIDE SURVEY. THE PROJECT PROVIDED THE DEPARTMENT WITH A FIVE YEAR ACTION PLAN TO GUIDE IMPLEMENTATION IN AN ORGANIZED, METHODICAL MANNER WITH INPUT FROM THE COMMUNITY.
