PROGRAM AREAS COVERED ARE CRIME PREVENTION AND DETERRENCE, OFFENDER APPREHENSION AND DETECTION, SWIFT AND APPROPRIATE DISPOSITIONS OF CRIMINAL CASES, AND RECIDIVISM REDUCTION. OVER 40 PAGES OF TABULAR DATA ON THE PORTLAND/MULTNOMAH COUNTY CRIME SITUATION ARE APPENDED.
