PORT IS A COMMUNITY-BASED, COMMUNITY-SUPPORTED, COMMUNITY-DIRECTED TREATMENT FACILITY FOR CRIMINAL OFFENDERS AND JUVENILE DELINQUENTS IN ROCHESTER, MN.
Abstract
THIS JOURNAL REPRINT CONTAINS TWO ARTICLES ON PORT. THE FIRST ONE IS AN EDITORIAL AND THE SECOND IS A BRIEF EXPLANATION OF THE PROGRAM BY PORT'S PSYCHIATRIST. PORT CLIENTS ARE ALLOWED DIFFERENT DEGREES OF FREEDOM BASED ON THE DECISION OF THE TOTAL GROUP INCLUDING OTHER CLIENTS. EACH CLIENT PAYS FOR HIS OWN ROOM AND BOARD AT THE RATE OF FIFTEEN DOLLARS A WEEK. IF A CLIENT IS MARRIED HE SUPPORTS HIS OWN FAMILY, AND MARRIED OR NOT, PORT CLIENTS PAY THEIR TAXES, AND ARE NOT SUPPORTED BY OTHER PEOPLE'S TAX DOLLARS. NOT ONLY HAS PORT BEEN AN EFFECTIVE CORRECTIONS PROGRAM, BUT THE YEARLY COST PER CLIENT IS ONLY ABOUT 3,500 DOLLARS A YEAR COMPARED TO 11,000 DOLLARS IN THE MINNESOTA STATE JUVENILE DIAGNOSTIC CENTER AND 5,000 DOLLARS IN THE STATE PRISON. THE CORE OF THE PORT PROGRAM IS GROUP PROCESS AND THE PRESSURE IT EXERTS ON EACH MEMBER. THE HISTORY OF PORT, ITS ADMISSIONS PROCEDURES, AND ITS ORGANIZATION ARE ALSO DISCUSSED.
