GUIDELINES FOR ESTABLISHING AND OPERATING A PORT-TYPE FACILITY, A TOTALLY COMMUNITY-BASED RESIDENTIAL TREATMENT PROGRAM FOR CRIMINAL OFFENDERS AND JUVENILE DELINQUENTS.
Abstract
PORT PROVIDES CONTROLLED LIVING ENVIRONMENT AND REHABILITATION, COMBINING GROUP TREATMENT AND BEHAVIOR MODIFICATION. RESIDENTS, WHO COME TO THE PROGRAM VOLUNTARILY, ARE MALE ADULT AND JUVENILE OFFENDERS WHO WOULD OTHERWISE BE INSTITUTIONALIZED. THEY ARE ALLOWED TO WORK, ATTEND SCHOOL, AND PARTICIPATE IN COMMUNITY ACTIVITIES. PORT'S PAID STAFF OF FOUR PROFESSIONALS AND ONE SECRETARY IS SUPPLEMENTED BY LIVE-IN VOLUNTEERS WHO PROVIDE MODELS FOR THE RESIDENTS, AID IN GROUP DISCUSSIONS, AND HELP TO MAINTAIN THE DISCIPLINE OF DAILY SCHEDULES. PORT WAS CONCEIVED TO FILL THE CORRECTIONAL GAP BETWEEN PROBATION AND INSTITUTIONALIZATION. IN TERMS OF COMMUNITY-BASED CORRECTIONS, PORT OFFERS IMPROVED CONTROLS ON PROBATION, TREATMENT OF MEDICAL AND PSYCHIATRIC PROBLEMS, DIRECTION IN VOCATIONAL TRAINING, SOCIAL REHABILITATION, AND MOTIVATION TO REFORM. THIS REPORT OFFERS OPERATIONAL GUIDELINES, BUT EMPHASIZES INITIATING AND ESTABLISHMENT PHASES SUCH AS AREA STUDY, PLANNING, FACILITY LOCATION, MOBILIZING COMMUNITY RESOURCES, AND FUNDING.
