Abstract
A WEAK, FRAGMENTED POLITICAL SYSTEM WITH A MODIFIED COMMISSION FORM OF GOVERNMENT, LIMITED STATE SUPERVISION OF CITY AFFAIRS, MIGRATION OF THE MIDDLE CLASS TO THE SUBURBS AND ITS WITHDRAWAL FROM PUBLIC LIFE, ETHNIC VOTING, LOW TAXES, LOW RATES OF PUBLIC EXPENDITURE AND CITIZENS' LACK OF COMPREHENSION OF THE LINKS BETWEEN PETTY GAMBLING AND THE SYNDICATE'S POWER TO CORRUPT, ARE SOME FACTORS THAT BROUGHT WINCANTON TO ITS PRESENT POSITION.
