Abstract
CITED AND ANALYZED AS REASONS BEHIND THIS PHENOMENON ARE: THE CYCLIC POLITICAL TIMIDITY AND LACK OF CONTINUITY OF LEADERSHIP CAUSED BY TWO-YEAR STATE GUBERNATORIAL AND LEGISLATIVE ELECTIONS; A LARGELY AMORAL CRIMINAL JUSTICE LEADERSHIP CONTENT WITH HOUSEKEEPING, JOB RETENTION, AND STABILITY (THE RESULT OF SEVERE SYSTEM FRAGMENTATION); AND THE ABSENCE OF A SET OF PUBLICLY RECOGNIZED INTERPROFESSIONAL CRIMINAL JUSTICE GOALS. IT IS SUGGESTED THAT LEAA MIGHT PLAY A PRODUCTIVE ROLE IN BRINGING TOGETHER THE MAJOR ORGANIZED VOICES IN CRIMINAL JUSTICE BY INVESTING IN PERIODIC THREE-DAY MEETINGS FOR A YEAR BETWEEN PRESIDENTS AND STAFF OF THE LEADING 20 PROFESSIONAL ORGANIZATIONS IN CRIMINAL JUSTICE, TOGETHER WITH AN INTERIM STEERING COMMITTEE....ELW
