In 1991, the New York City Police Department published its first comprehensive law enforcement drug strategy, developed with the assistance of various bodies including the Executive Drug Control Strategy Committee, as well as neighborhood-based and borough-based drug control strategy committees.
Abstract
The five primary goals of the strategy are to restore the quality of life in the city by suppressing street-level drug dealing, prevent children from experimenting with drugs, reduce violence associated with drug trafficking and prevent the emergence of organized criminal groups, control crime committed by recidivist drug offenders, and ensure the safety and integrity of the police. The scope of the drug problem in New York City is described here in terms of supply and demand, and the availability of drugs including marijuana, heroin, crack, and cocaine. The specific prevention programs aimed at achieving each goal of the strategy are briefly described.
