Abstract
THE AUTHOR MAINTAINS THAT CRIME IS A FUNCTION OF CLASS AND THAT, AS A SOCIAL AND ECONOMIC ILLNESS, IT WILL BE ADDRESSED SUCCESSFULLY ONLY WHEN THE PROBLEMS OF UNEMPLOYMENT, INADEQUATE HOUSING, SUBSTANDARD EDUCATION, AND POVERTY ARE SUCCESSFULLY ADDRESSED. HE ADDS THAT UNTIL THEN THE POLICE WILL CONTINUE TO FIGHT A HOLDING ACTION WITHOUT ANY REAL CHANCE TO SOLVE THE PROBLEM.
