This handbook is intended to aid police agencies and minority community organizations in taking a conciliatory approach to alleviating controversies regarding police use of deadly force.
Abstract
The manual resulted from a meeting that brought together approximately 300 black and Hispanic citizens, police executives, line police officers, public officials, and civic leaders from across the country to address the issues of excessive force use and methods of improving police-minority relations and police-citizen interactions. The manual discusses and makes recommendations regarding police policies on firearms use, the role of community organizations in promoting understanding of police responsibilities, police-community relations, the citizen complaint process, civilian review boards, methods of handling demonstrations and preventing civil disorders, minority recruitment for police work, police training, and psychological testing.
