AN OUTLINE OF THE PHILOSOPHY, DEVELOPMENT AND IMPLEMENTATION OF THIS PROGRAM DESIGNED TO PROVIDE AN OPPORTUNITY FOR MINORITY AND LOW INCOME INDIVIDUALS TO MEET THE REQUIREMENTS FOR ENTRANCE INTO POLICE SERVICE.
Abstract
GOALS OF THIS PROJECT WERE TO INSURE THAT TRAINEES ACHIEVE THE 60 UNIT REQUIREMENT FOR APPLICATION AS A POLICE OFFICER, TO DEVELOP ACADEMIC AND JOB RELATED SKILLS OF TRAINEES, TO REPLACE MINORITY HOSTILITIES AND RESENTMENT OF THE POLICE IN THE COMMUNITY, AND TO DEVELOP A METHOD FOR A SOURCE OF MANPOWER WITHIN THE POLICE DEPARTMENT. EFFORTS UNDERTAKEN TO OBTAIN FUNDING FOR THIS PROGRAM ARE DETAILED. A DESCRIPTION OF THE APPLICATION PROCEDURE FOR POTENTIAL TRAINEES AND THE TESTING AND SELECTION OF TRAINEES IS PROVIDED. A TOTAL OF 21 TRAINEES WERE CHOSEN -- 6 WHITES, 11 MEXICAN-AMERICANS, 2 BLACKS, 1 ORIENTAL, AND 1 OTHER. THE PROGRAM PROVIDES FOR 20 HOURS OF SCHOOL AND STUDY AND 20 HOURS OF ON-THE-JOB TRAINING PER WEEK, WITH FULL TIME SALARY COMPENSATION WHILE ON THE PROGRAM. PROBLEMS ENCOUNTERED IN THE COURSE ON THE PROGRAM AND STATISTICS ON APPLICANTS AND TRAINEES ARE ALSO INCLUDED. SAN JOSE
