Abstract
THE HANDBOOK PROVIDES THE HIGHWAY SAFETY PLANNER WITH A CONCEPTUALIZATION OF THE PURPOSE, GOALS, AND OBJECTIVES OF A POLICE TRAFFIC SERVICES PROGRAM. IT IS MEANT TO SERVE AS A BASIC FRAME OF REFERENCE FOR THE PLANNER RELATIVE TO PROGRAM DEFINITION, ENFORCEMENT TECHNIQUES AND COUNTERMEASURES, AS WELL AS IN FINDING WAYS TO UPGRADE THE QUALITY AND LEVEL OF POLICE TRAFFIC SERVICES. FUNDAMENTALS OF POLICE ORGANIZATION AND MANAGEMENT ARE ALSO TREATED BRIEFLY. (AUTHOR ABSTRACT)
