Abstract
THE AMERICAN POLICE PROBLEM IS CLEARLY DEFINED AND RELATED TO CRIME CONTROL, CIVIC APPRAISAL, AND PUBLIC DEMANDS. POLICE TODAY NEED MORE AND MORE TO REEXAMINE THE BASIC ASSUMPTIONS CONCERNING THE EXERCISE OF THEIR AUTHORITY. THE POLICE, IF THEY ARE TO BE A PROFESSION, MUST BE ABLE TO ESTABLISH THEMSELVES AS ENFORCERS RATHER THAN AS EVADERS OF OUR CRIMINAL CODES. (AUTHOR MODIFIED)
