OFFERING THE BASIC MATERIALS FOR CONDUCTING A THOROUGH SURVEILLANCE TRAINING PROGRAM, THIS HANDBOOK DESCRIBES THE PRIMARY FUNCTIONS OF A SURVEILLANCE UNIT AND OFFERS PRACTICAL SUGGESTIONS FOR CARRYING THEM OUT.
Abstract
GENERAL INFORMATION IS PRESENTED ON THE PURPOSE OF SURVEILLANCE AND THE SURVEILLANCE TEAM, AND BASIC TERMS AND CONCEPTS ARE DEFINED. PLANNING AND PREPARATION FOR A SURVEILLANCE OPERATION REQUIRE SEVERAL STEPS TO BE UNDERTAKEN: RESEARCH OF THE SUBJECT, THE AREA, AND THE ATMOSPHERE DEVELOPING THE PLAN ITSELF, AND ALLOWING FOR THE TYPE OF SURVEILLANCE USED, TIMING AND POSITION, COMMUNICATIONS, THE COVER STORY, EQUIPMENT AND OTHER NECESSITIES, ELECTRONIC SURVEILLANCE DEVICES, AND WARRANTS. THE FOLLOWING TYPES OF SURVEILLANCE ARE DISCUSSED: MOBILE SURVEILLANCE (INCLUDING FOOT OPERATIVES), STATIONARY SURVEILLANCE, LOOSE SURVEILLANCE (SUBJECT UNDER PERIODIC OBSERVATION), AND CLOSE SURVEILLANCE. TACTICAL PROCEDURES FOR FOOT OPERATIVES ARE DISCUSSED FOR THOSE SITUATIONS INVOLVING ONE-ON-ONE FOOT SURVEILLANCE, TWO-ON-ONE SURVEILLANCE, AND THREE-ON-ONE SURVEILLANCE. TACTICS FOR THE VEHICLE SURVEILLANT ARE PRESENTED FOR UP TO THREE VEHICLES AS ARE TACTICS FOR THE FIXED-POINT OPERATION. SURVEILLANCE TEAM MEETINGS AND REPORTS ARE ALSO BRIEFLY DISCUSSED. 'WRAP-UP' PROCEDURES FOR THE FOLLOWING TYPES OF SURVEILLANCE OPERATION GOALS ARE PRESENTED: (1) GATHERING INFORMATION FOR A LONG-RANGE SURVEILLANCE OPERATION, (2) GATHERING INFORMATION FOR AN IMMEDIATE 'BUST' OR RAID, (3) COLLECTING INFORMATION TO THWART A CRIME IN PROGRESS, (4) AND GATHERING INFORMATION TO PRESENT BEFORE A GRAND JURY. APPENDIXES PRESENT CODES USEFUL IN A SURVEILLANCE OPERATION, CHECKLISTS FOR PLANNING AN OPERATION, AND DISCUSSION ON THE USES OF ELECTRONIC 'SNOOPING' DEVICES.
