Recognizing that an average of 87,015 vehicles were stolen each year between 1964 and 1993, the New York City Police Department is committed to preventing auto-related crimes and has implemented a strategy that focuses on giving police precinct commanders the authority to respond to auto theft, effectively using police department resources, expanding police training, and improving police technology.
Abstract
Specifically, the police department supports the following actions: (1) give police precinct commanders the authority to initiate sting operations against businesses suspected of illegally dismantling cars and fencing stolen parts; (2) enable police precinct commanders to track auto theft and recovery locations and to develop tactical programs for locating the criminals involved; (3) use both uniformed and plain clothes police officers to reduce auto thefts; (4) increase the number of police investigators assigned to auto theft cases; (5) routinely involve police detective squads in auto-related crimes; and (6) use mobile digital terminals to rapidly retrieve information on possible stolen vehicles. Specific policies and procedures of the police department to reduce auto-related crimes are outlined. Appendixes contain data on larceny motor vehicle complaints for 1993. 6 figures
