Abstract
IT IS POINTED OUT THAT PUBLIC DISORDER IS A GROWING MALADY AND WITHOUT INTERFERENCE FROM THE POLICE IT WOULD ACHIEVE EPIDEMIC PROPORTIONS. REGARDLESS OF THE INADEQUACY OF THE LAWS, THE MAN ON THE SCENE IS WHAT REALLY COUNTS, WITH HIS POWER TO MEDIATE AND RATIONALIZE.
