This guide instructs trainers in how to present a training curriculum for police officers that focuses on how they should interact with people who have hearing and speech disabilities.
Abstract
One and one-half hours is devoted to a lecture that defines the Americans with Disabilities Act, the nature of communications disabilities, the common interaction between police and people who have communications disabilities, and effective ways of providing service to people with communications disabilities. Another one and one-half hours is designated for a lecture that defines effective ways to communicate with people who have communications disabilities, including the administering of Miranda warnings. Thirty minutes is allowed for the presentation and practice of basic communication signs used by people with communications disabilities. The content of these lectures is outlined for the instructor, accompanied by instructor notes regarding the presentation. Sample policies for police interactions with people with hearing and speech disabilities are provided from law enforcement agencies in Montgomery County, MD, and Clearwater, FL.
