Abstract
The manual emphasizes that a strong commitment from the chief of police is essential. In addition, race relations training must be related to actual police experience and based on work-related skill development. It must also involve learning and enhancing police skills rather than just providing information. Furthermore, visible minorities should have an important role in the development, implementation, and monitoring of race relations training. The steps involved in establishing a training program are conducting a needs assessment, determining the behavioral objectives, designing the curriculum, determining the training methods, pilot testing the program, implementing the training, and monitoring and evaluating the program.
