Abstract
THE COMPETITION FOR PROMOTION TO HIGHER RANK SEEMS MUCH MORE INTENSE IN THE VERY LARGE CITIES. THE SURVEY SUGGESTS THAT PERFORMANCE EVALUATION APPEARS TO HAVE LITTLE DISCRIMINATING POWER. POLICE OFFICIALS WHO WERE INTERVIEWED SAID THAT THE EXAMINATIONS USED IN PROMOTIONAL PROCEDURES WERE OBJECTIVE AND FAIR ALTHOUGH NOT TOO RELEVANT TO THE JOB.
