This bulletin from the Home Office in the United Kingdom presents findings for 2008/09 on police powers and procedures in England and Wales.
Abstract
Main findings from this survey indicate that the number of persons arrested for recorded crime fell by 1 percent between 2007/08 and 2008/09; recorded crime decreased by 5 percent during the same period; the police stopped and searched 1,513,759 persons and/or vehicles in 2008/09, an increase of 24 percent from 2007/08; the number of fixed penalty notices (FPNs) issued by the police for driving offences (2.3 million) was down 12 percent from 2007 levels; of these 2.3 million notices, 54 percent were for speed limit offenses; and from 2007 to 2008, there was a 19 percent increase in screening breath tests carried out by the police.
