TO IMPROVE OVERALL LAW ENFORCEMENT IN UTAH, STANDARDS AND THEIR METHOD OF IMPLEMENTATION ARE PRESENTED FOR ALL PHASES OF POLICE MANPOWER RECRUITMENT, TRAINING, AND DEVELOPMENT AND RELATIONS.
Abstract
THE ASSIGNMENT OF CIVILIAN PERSONNEL, AND SELECTION AND ASSIGNMENT OF RESERVE POLICE OFFICERS ARE DISCUSSED AS MANPOWER ALTERNATIVES. GENERAL POLICE RECRUITING IS CONSIDERED AND STANDARDS FOR COLLEGE RECRUITMENT AND THE RECRUITMENT OF WOMEN AND MINORITIES ARE SET FORTH. ESTABLISHMENT OF A BROAD CLASSIFICATION AND PAY PLAN IS RECOMMENDED AND IT IS SUGGESTED THAT SUITABLE INCENTIVES BE DEVISED TO ENCOURAGE THE ACHIEVEMENT OF A COLLEGE LEVEL EDUCATION BY POLICE PERSONNEL. FURTHER THE STATE SHOULD PROVIDE FISCAL ASSISTANCE FOR POLICE TRAINING. STANDARDS FOR PREPARATORY TRAINING, COMMUNICATION TRAINING, INSERVICE TRAINING, AND FOR QUALITY CONTROL OF INSTRUCTION SHOULD BE IMPLEMENTED WHICH ARE CONSISTENT WITH PROFESSIONALIZATION GOALS. EVERY POLICE AGENCY SHOULD ALSO ADOPT A POLICY OF PROMOTION BASED ON DEMONSTRATED ABILITY AND POTENTIALS. THIS WILL REQUIRE THE DEVELOPMENT OF SCREENING, EVALUATION, AND DEVELOPMENT PROCEDURES AND THE ESTABLISHMENT OF A PERSONNEL INFORMATION SYSTEM CAPABLE OF AIDING IN PERSONNEL DECISIONMAKING. EACH POLICE EXECUTIVE SHOULD BE RESPONSIBLE FOR THE MAINTENANCE OF EFFECTIVE EMPLOYEE RELATIONS AND SHOULD DEVELOP POLICIES AND PROCEDURES WHICH WILL FACILITATE EFFECTIVE EMPLOYEE RELATIONS. POLICE EMPLOYEE ORGANIZATIONS SHOULD FORMALIZE WRITTEN POLICIES, RULES AND PROCEDURES, AND EVERY POLICE AGENCY AND ALL POLICE EMPLOYEES SHOULD BE ALLOWED TO ENGAGE IN COLLECTIVE NEGOTIATIONS. A SYSTEM FOR INTERNAL DISCIPLINE SHOULD BE ESTABLISHED WHICH INCORPORATES POLICIES AND PROCEDURES FOR RECEPTION AND FACILITATION OF INTERNAL AND EXTERNAL COMPLAINTS, AND STANDARDS SHOULD BE DEVISED FOR THEIR INVESTIGATION AND ADJUDICATION. IN ADDITION, PROGRAMS AND TECHNIQUES SHOULD BE DEVELOPED WHICH WILL MINIMIZE THE LIKELIHOOD OF POLICE MISCONDUCT. ENTRY LEVEL PHYSICAL AND PSYCHOLOGICAL EXAMINATION FOR POLICE OFFICERS ARE RECOMMENDED, AND STANDARDS FOR CONTINUING PHYSICAL FITNESS SHOULD BE MAINTAINED. FINALLY EACH AGENCY SHOULD MAKE AVAILABLE THE VARIOUS EMPLOYMENT BENEFITS AND SERVICES TO WHICH EMPLOYEES ARE ENTITLED INCLUDING DEPENDENT SURVIVORS' BENEFITS, HEALTH INSURANCE, AND RETIREMENT BENEFITS.
