DETERMINATION OF EXISTING STATE OF PERFORMANCE APPRAISAL AND THE DEVELOPMENT OF PATROLMAN JOB PERFORMANCE EVALUATION SCALES.
Abstract
PROFESSIONAL LITERATURE IN THE FIELDS OF INDUSTRIAL PSYCHOLOGY, PUBLIC ADMINISTRATION AND CRIMINAL JUSTICE WAS EXAMINED, AND THOSE PUBLICATIONS RELATING TO PERSONNEL DECISION-MAKING STRATEGIES WERE REVIEWED. THE RESULTS OF A QUESTIONNAIRE SURVEY OF POLICE DEPARTMENTS WITH REGARD TO (A) PERSONNEL FUNCTIONS AND (B) THE KIND OF PERFORMANCE APPRAISAL INSTRUMENTS CURRENTLY BEING USED ARE PRESENTED. AN ANALYSIS OF APPRAISAL FORMS CURRENTLY IN USE FOUND THEM TO BE LESS THAN ADEQUATE. THE PRIMARY FOCUS OF THE PROJECT WAS DIRECTED AT THE DEVELOPMENT OF PATROLMAN JOB PERFORMANCE EVALUATION SCALES. THESE SCALES ARE CURRENTLY BEING FORMULATED WITH REGARD TO PERFORMANCE AT THE TECHNICAL LEVEL, AS JUDGED BY SUPERVISORY OFFICERS, AND PERFORMANCE AT THE CO-WORKERS LEVEL, AS JUDGED BY PEER OFFICERS. THE INVESTIGATORS CONDUCTED WORKSHOPS AND CORRESPONDED WITH SUPERVISORY OFFICERS AND PATROLMEN IN ORDER TO IDENTIFY AND DEFINE THE DIMENSIONS OF PATROLMAN JOB PERFORMANCE. THESE BEHAVIORAL ITEMS AND THEIR INITIAL SCALE VALUES ARE INDICATED IN THIS REPORT. (AUTHOR ABSTRACT MODIFIED)
