THIS INTERNATIONAL CRIMINAL POLICE ORGANIZATION REPORT CONTAINS INFORMATION ON POLICE PARTICIPATION IN CRIME PREVENTION ACTIVITIES CONDUCTED BY ORGANIZATIONS OTHER THAN POLICE AGENCIES.
Abstract
A QUESTIONNAIRE WAS SENT TO ALL NATIONAL CENTRAL BUREAUS ASKING (1) WHICH ORGANIZATIONS CONDUCT CRIME PREVENTION ACTIVITIES IN WHICH THE POLICE TAKE PART, (2) WHAT POLICE PARTICIPATION IN THOSE ACTIVITIES INVOLVES, AND (3) WITH WHICH ADDITIONAL CRIME PREVENTION ORGANIZATIONS WOULD IT BE REASONABLE AND DESIRABLE FOR THE POLICE TO COOPERATE. REPLIES WERE RECEIVED FROM 46 COUNTRIES. A TOTAL OF 7 NATIONS INDICATED THAT CRIME PREVENTION IS THE RESPONSIBILITY OF THE POLICE EXCLUSIVELY, WHILE 39 OTHERS NOTED POLICE COLLABORATION WITH OTHER ORGANIZATIONS INVOLVED IN CRIME PREVENTION. BASED ON THIS INFORMATION, THE REPORT SUMMARIZES THE GENERAL CHARACTERISTICS OF ORGANIZATIONS CONDUCTING CRIME PREVENTION ACTIVITIES WITH THE HELP OF THE POLICE IN TERMS OF THEIR NATURE, TYPES OF EFFORTS, OBJECTIVES, OPERATIONAL SCOPES, MEANS, AND METHODS. IN GENERAL, SUCH ORGANIZATIONS WERE FOUND TO BE EITHER PRIVATE OR PUBLIC, AND THEIR ACTIVITIES CONCENTRATED ON POTENTIAL VICTIMS, POTENTIAL OFFENDERS, AND PROTECTION OF PROPERTY AND THE ENVIRONMENT. POLICE ASSISTANCE USUALLY TOOK THE FORMS OF MORAL SUPPORT, ADVICE AND COUNSEL, PARTICIPATION IN COMMITTEE WORK, SPEAKING APPEARANCES, TRAINING ASSISTANCE, AND MANPOWER LOANS. A TREND WAS ASCERTAINED INVOLVING NATIONAL COORDINATION OF CRIME PREVENTION ACTIVITIES, WITH POLICE PLAYING AN ACTIVE LEADERSHIP AND COUNSELING ROLE.
