SURVEY OF 400 ILLINOIS MUNICIPAL POLICE AND SHERIFF'S OFFICERS INDICATES A SUPPORT FOR COLLECTIVE NEGOTIATIONS AND A WILLINGNESS TO COOPERATE IN JOB ACTIONS.
Abstract
THE SURVEY FOUND THAT GENERALLY THE OFFICERS DID NOT ACCEPT THE TRADITIONAL LABOR-MANAGEMENT RELATIONSHIP WITH UNILATERAL DECISIONS BY LOCAL GOVERNMENT ADMINISTRATORS PERTAINING TO POLICE SALARIES AND CONDITIONS OF EMPLOYMENT. MOST OF THE OFFICERS SUPPORTED THE CONCEPT OF COLLECTIVE BARGAINING, PREFERRED A UNION AS THE BEST TYPE OF REPRESENTATION, THOUGHT COMPENSATION WAS THE MOST IMPORTANT BARGAINABLE ISSUE, AND INDICATED WILLINGNESS TO COOPERATE IN WORK STOPPAGES IN SUPPORT OF BARGAINING.
