Abstract
INTERNAL INVESTIGATIONS ARE, FOR THE MOST PART, CONDUCTED OUTSIDE THE REGULAR CHAIN OF COMMAND AND ARE ADVERSARIAL IN NATURE. THIS SITUATION RELIEVES THE COMPLAINED-AGAINST OFFICER'S SUPERIOR OF RESPONSIBILITY, AND STOPS INVESTIGATION OF A COMPLAINT IF THE COMPLAINANT WITHDRAWS. TO AMELIORATE THESE CONDITIONS, THE AUTHOR SUGGESTS THE USE OF PEER REVIEW PANELS, FIELD TAPE RECORDINGS, AND CIVILIAN REVIEW BOARDS. KANSAS CITY
