THE GOAL OF THIS WORKSHOP IS TO ACQUAINT POLICE MANAGERS WITH THE FACTORS WHICH INFLUENCE DRUNK-DRIVING ARRESTS AND TO HELP THEM IDENTIFY AND IMPLEMENT THE SUPERVISORY ACTIONS NECESSARY TO IMPROVE DWI ENFORCEMENT.
Abstract
THIS INSTRUCTOR'S MANUAL IS ONE PART OF A THREE-PART WORKSHOP PACKAGE (SEE NCJ 51050 FOR THE PARTICIPANT MANUAL AND NCJ 51051 FOR THE PLANNING GUIDE). THE WORKSHOP IS AN OUTGROWTH OF DEPARTMENT OF TRANSPORTATION RESEARCH INTO THE PROBLEM OF THE DRINKING DRIVER, A PORTION OF WHICH IDENTIFIED FACTORS INFLUENCING THE ENFORCEMENT OF DWI (DRIVING WHILE INTOXICATED) LAWS. THIS MANUAL GIVES THE BACKGROUND OF THIS RESEARCH, THE WORKSHOP OBJECTIVES, THE WORKSHOP ORGANIZATION AND SCHEDULE, INSTRUCTIONAL STRATEGY, PLANS FOR CONDUCTING THE WORKSHOP, UNIT OUTLINES, AND LISTS OF RESOURCE MATERIALS. THE UNITS COVER OFFICER RELATED FACTORS AFFECTING ENFORCEMENT, FACTORS ASSOCIATED WITH THE DRIVER, FACTORS ASSOCIATED WITH THE LOCAL ENVIRONMENT, SUPPORT OR NONSUPPORT OF THE COMMUNITY, NATURE AND EFFECT OF ALCOHOL INTOXICATION, POLICY RELATED FACTORS, AND DEVELOPMENT OF AN EFFECTIVE DWI ENFORCEMENT PROGRAM. ONLY 5 OF THE 19 HOURS ARE DEVOTED TO LECTURES. CASE STUDIES, ROLE-PLAYING AND A CONTROLLED DRINKING DEMONSTRATION ARE USED TO PRESENT THE MATERIAL. AN APPENDIX CONTAINS TWO EXCERPTS FROM THE RESEARCH STUDIES ON FACTORS INFLUENCING ARRESTS FOR ALCOHOL-RELATED TRAFFIC VIOLATIONS. STUDY CONCLUSIONS AND RECOMMENDATIONS ARE INCLUDED. OTHER APPENDIXES LIST WORKSHOP LEADER AND PARTICIPANT QUALIFICATIONS, INSTRUCTIONS FOR THE CONTROLLED DRINKING EXPERIMENT, AND SUMMARY OF THE CHEMISTRY AND PHYSIOLOGY OF ALCOHOL.
