THIS PLANNING GUIDE CONTAINS A COURSE OUTLINE AS WELL AS ADMINISTRATIVE GUIDANCE FOR A MANAGEMENT TRAINING COURSE TO HELP COMMAND AND SUPERVISORY PERSONNEL SET UP MORE EFFECTIVE DWI ENFORCEMENT PROGRAMS.
Abstract
ONE RESULT OF DEPARTMENT OF TRANSPORTATION RESEARCH INTO THE PROBLEM OF DRINKING DRIVERS HAS BEEN THE IDENTIFICATION OF MANAGEMENT FACTORS WHICH INFLUENCE THE ENFORCEMENT OF DWI (DRIVING WHILE INTOXICATED) LAWS. A COMPREHENSIVE MANAGEMENT TRAINING WORKSHOP WAS THEN DEVELOPED TO HELP SUPERVISORY POLICE PERSONNEL IMPROVE DWI ENFORCEMENT. THIS PLANNING GUIDE IS ONE PART OF A THREE-PART WORKSHOP PACKAGE (SEE NCJ 51050 AND NCJ 51052) IT GIVES AN OVERVIEW OF WORKSHOP CONTENT, LISTS EQUIPMENT NECESSARY FOR THE WORKSHOP PRESENTATION, GIVES QUALIFICATIONS FOR INSTRUCTORS AND PARTICIPANTS, AND LISTS RESOURCES FOR FILMS AND EQUIPMENT. THE WORKSHOP IS DESIGNED FOR ACTIVE PARTICIPATION BY ATTENDEES. OF THE 19 HOURS, ONLY 5 ARE DEVOTED TO LECTURE. THE UNITS COVER FACTORS ASSOCIATED WITH ARREST OR NONARREST OF A DWI OFFENDER (AGE OF PATROL OFFICER; OFFICER'S PERCEPTION OF THE PROBLEM; DEPARTMENTAL POLICY; THE AGE, RACE, OR SEX OF THE OFFENDER; ACCIDENT INVOLVEMENT; TIME OF DAY, COURT SUPPORT) AND PRESENT STEPS POLICE MANAGEMENT CAN TAKE TO IMPROVE DWI ENFORCEMENT. ROLE PLAYING, A CONTROLLED DRINKING EXPERIMENT, AND DISCUSSION ARE CHIEF METHODS USED. APPENDIXES PRESENT PLANS FOR A POSSIBLE WORK SHOP EXTENSION AND A MATERIALS LIST FOR THE CONTROLLED DRINKING EXPERIMENT. CHARTS AND TABLES GIVEN AN OVERVIEW OF THE SESSIONS AND THE PLANNING REQUIRED FOR EACH. SPECIAL ATTENTION IS GIVEN TO THE CONTROLLED DRINKING EXPERIMENT. (GLR)
